Sanctions list
An official register of persons and entities subject to restrictive measures, published by a government or an international body.

Each authority publishes its own list, in its own format, with its own identifiers and its own idea of what an alias is. There is no single global list, and an entry on one list has no automatic effect on another jurisdiction.
A list is a state, not a stream. Every publication replaces the previous one, and the only way to know that someone was added or removed is to compare two versions. That is how the additions and removals shown here are derived, and the two snapshot dates are always shown with them.
A list tells you who is designated. It does not tell you what any particular person or company must do about it, which depends on jurisdiction, activity and legal advice.
