The removal of an entry from a sanctions list, visible only by comparing two published versions.

Removals are rarely announced record by record. An entry present in one publication and absent from the next has been removed, and that comparison is the evidence.
This makes the integrity of snapshots critical. A comparison against a partially downloaded list would report thousands of removals that never happened, which is why only complete versions are ever compared here.
A removal takes effect on the authority's terms, not on the date we noticed it. The record shows the publication dates of both versions so the uncertainty is visible rather than hidden.
