No legislator disclosures are on record

Neither chamber is ingested. This is a stated gap, not a page waiting for data to arrive: one source is closed to automated access and the other is not machine-readable. Both reasons are set out below.

U.S. Senate — access is technically closed

The Senate electronic financial disclosure search answers HTTP 403 to automated requests, and it answers 403 for its own robots.txt as well. The file that would state the rules for automated access cannot itself be read. The system also requires accepting an agreement inside an interactive browser session.

No adapter is written for it. Working around a block — rotating a user agent, using a proxy, replaying a session — is not something this project does, so the Senate is left uncovered and said to be uncovered. It will stay that way unless the chamber publishes a machine-readable feed or grants access.

U.S. House — reachable, but published as scans

The Clerk of the House publishes an annual ZIP archive that does download successfully. It contains an index plus the filings themselves. A significant share of those filings are scanned PDFs — photographs of paper, not text.

From the index it is possible to state who filed which document and on what date, with a link to the official PDF. Transaction amounts are not in the index and cannot be read out of a scan without optical character recognition, which is a separate piece of work and is not built. Until the index-level adapter ships, nothing from the House appears here either. When it does, it will show filings and dates — not amounts — and will say so on the page.
